Is this the first one? Williamsville may be gearing up to get their first electric car charging station in the village! The electric car charging station would be able to charge up to 4 cars at a time and would be available to the public behind Village Hall.

I'm not sure truly the first one in Western New York, but it surely is a sign of things to come in the future. According to the Buffalo News:

Installation of a station and purchase of an electric car is among the "10 high impact actions" a local government can accomplish to earn a Clean Energy Community designation from the New York State Energy Research and Development Authority and qualify to apply for grant funding.

Right now the Village of Williamsville leases an electric car as well.
