A group of people are going after the Buffalo Police Department and say that 'bad practices' is the reason that they are talking to the Attorney General. According to WGRZ:

SUNY Buffalo and Cornell Law schools faculty and students put together a report based on two years of research. They found patterns of what they call "systematic illegal policing tactics in minority communities" since  the city adopted a zero tolerance campaign.

The group wants the AG to look into the study to see if it is in fact true and if the Buffalo Police Department engages in unconstitutional stop and frisking.
