When the tolls were in place on the Niagara section of the Thruway, I worked the evening shift and was also going to college. One evening I had to use 50 cents in all pennies to pay the toll so I could get to work on time. It's all I had left in my change bin/ashtray of the truck. The operator of the booth made me sit and wait while he counted out each penny. I wasn't trying to give him a hard time, that was all I had.

A guy in Texas did a similar thing. However, this was a much larger tab and he did it out of spite. He was arrested after paying his taxes in one dollar bills. The problem for him was that he became "unruly" and when officers showed up, he resisted arrest.

Norris refused and was eventually arrested and charged with criminal trespass. As you can imagine, Norris was none too happy about being arrested and attempted to break away from the arresting officer, earning him an additional charge of resisting arrest.
