Poloncarz says opening up will be a "slow progression" and it won't be mass reopening. He says while May 15th reopening looks unlikely -- reopening by the start of June can happen, however.

The Erie County Executive says that plan won't be received well by everyone.

While some industries, such as manufacturing and construction will be part of the "Phase 1" reopening, other Western New York businesses need more direction from the state in regards to reopening.

Many activities and businesses may not reopen all season.
