A "Micro-cluster" shutdown is designated based on geographic case prevalence and restrictions are implemented accordingly based on the severity of spread, according to WKBW.

Erie County Executive Mark Poloncarz tweeted out the Top Zips codes with positive cases across Western New York, meaning these zip codes would be targeted for "micro-cluster" shutdowns.

Western New York has more positive cases than in downstate which led the Governor to switch to a micro-cluster approach for the region.
