Back in 2021, New York Governor Kathy Hochul and the New York State Legislature worked out a plan to help provide some tax relief for homeowners in 2022. Those tax refund checks are starting to make their way into the mailboxes of homeowners throughout New York.

The 2022 Homeowner Tax Rebate Credit (HTRC) program is a one-year financial incentive program that is going to provide some monetary relief to homeowners who had potentially been struggling and negatively impacted by the COVID-19 Pandemic.

These funds weren't expected to be sent out until later in the year, but since the New York State legislature passed the state budget in April 2022, it seems that officials have decided to issue these funds now.

The more than $2.2 Billion is going to provide checks to millions of New York Homeowners with a bulk of the checks coming this month.

Are You Eligible For A Rebate?

If you are eligible, the total amount of your credit will also be based on other factors like where your home is located in New York, your income, and if you qualified for a Basic STAR or Enhanced STAR.

Now, in order to qualify for an HTRC Rebate, all of the following requirements must be true:

  1. qualified for a 2022 STAR credit or exemption,
  2. had income that was less than or equal to $250,000 for the 2020 income tax year, and
  3. a school tax liability for the 2022-2023 school year that is more than your 2022 STAR benefit.

You don't have to do any special calculations or forms, the New York State Department of Taxation and Finance is determining who is eligible based on your tax returns and other records. If you qualify, they will automatically mail the payment to you.
