Man Lived Under Stolen Identity of 8-Year-Old From Buffalo, NY Who Died

Joseph Newton Chandler III, was an 8-year-old from Buffalo, NY who died while playing in traffic in 1945.
Now, Cleveland Police are still trying to figure out who this guy is.
The unidentified man stole Chandler's identity in September 1978 in Rapid City, South Dakota, after applying for a Social Security card, and moved to the Cleveland area shortly after.
The 'fake' Chandler committed suicide in 2002 and in 2016, U.S. Marshals announced that forensic genealogist Colleen Fitzpatrick had used Y-Chromosome genetic information to link the man to the surname "Nicholas" or "Nichols"
The lengths to which Chandler went to hide his identity have led to speculation that he was a fugitive.
