The cold air is making a brief return to New York State. As St. Patricia's Day begins, there is snow flying again. This happens a day after the temperatures were in the mid 70's in some areas and even tornado warnings in the state.

But the weather is taking a back seat to some sad news from the State Capital.

According to many reports, flags across New York State will be lowered to half-staff in honor of former Hudson Valley Congresswoman Nita Lowey.

Lowey spent 32 years in Congress, and was the first woman to ever chair the House Appropriations Committee.

There are various laws pertaining to flags here in the United States and specifically, New York State. For example, there is a law about the height of a flag above others.

"No person shall display the flag of the United Nations or any other
national or international flag equal, above, or in a position of
superior prominence or honor to, or in place of, the flag of the United
States"
