It's been almost 40 years now since a grim discovery was made on the side of a small town road. But State Troopers haven't given up looking for answers.

According to State Police, it was an early morning on February 27, 1987 when a propane delivery driver from Palmyra, New York, discovered a deceased infant male on the side of a road in the small town of Marion, New York.  Unfortunately, they had no info on the child or his parents.  He could not be identified, so they simply named him after the county where he was found. He would become known as "Baby Wayne."

All they had was the body of the baby and the small brown woman's sweater that he was wrapped in.  Unfortunately, it looks like he was alive for a couple of hours before being discovered.

You would think that it would be easy to just cross reference the hospitals in the area where babies were born and find the parents.  However, they don't believe he was born in a hospital after discovering that his umbilical cord was improperly cut.

There is something known as the Abandoned Infant Protection Act that allows a parent to abandon a newborn baby up to 30 days of age anonymously and without fear of prosecution -- if the baby is abandoned in a safe manner.  That act was created to avoid situations just like this. They can leave the baby with an appropriate person or in a suitable location without fear of prosecution.  However, wrapped in a sweater on the side of the road does not qualify.
