That's the penalty if you leave your dog outside in the extreme cold or heat in Niagara County, something that has already been passed in Buffalo late last year. Specifically, the temperatures in the law are below 32 degrees or above 90 degrees.

Per NYSenate.gov:

Any person who owns or has custody or control of a dog that is left outdoors shall provide it with shelter appropriate to its breed, physical condition and the climate.

This ordinance will enforced by police and any animal control officer in Niagara County and Buffalo.
